Policy Development

J.E. Black & Company offers the rare ability to support multi-stakeholder Task Forces of civic leaders in addressing complex public policy issues. Jill Black has effectively led efforts of large, diverse working groups in gathering and analyzing relevant information, resolving or mitigating conflicts, and developing consensus on recommended policies and actions for consideration by major, non-government Task Forces. Example projects:

  • Conducted extensive research and wrote a paper on “The Financing and Economics of Affordable Housing Development; Incentives and Disincentives to Private Sector Participation” for the Neighbourhood Change initiative of the Cities Centre at the University of Toronto and St. Christopher House, a multi-service community development agency.
  • As the first Executive Director of the Toronto City Summit Alliance (now CivicAction), led a dozen working groups to develop proposals to address critical issues facing the Toronto region.
  • Served as Project Director and Working Group Co-chair for a Toronto City Summit Alliance initiative: the Task Force to Modernize Canada’s Income Security System for Low-income Working-age Adults.
